Plans are in the works to bring restaurants, shopping, residential development and a park to east Saginaw on land that was once a dairy farm.
The Victory Development is on 78 acres at the corner of Blue Mound Road, Western Center and East McLeroy Boulevard. Keith Rinehart, Saginaw’s director of community & economic development, said the Dallas-based Victory Real Estate group began talking to him about the vacant land about six months ago and the company purchased the property in November.
There isn’t a timeframe yet on when construction will start, but Rinehart said the Victory Real Estate Group studied the area very carefully. Plans call for restaurants and commercial to come before residential, Rinehart said. It is common for developers to start out with housing before bringing in shopping and dining, he said.
*“When we talked to them (Victory Real Estate Group) they were picking our brains on things that our residents wanted,”* Rinehart said. *“Saginaw is a great community and a growing community, but we definitely lack in sit-down restaurants and retail.”* Saginaw held a citizens summit and asked residents to take an “eat and play” survey, and shopping and restaurants got the highest rankings, he said. Rinehart said he doesn’t know yet about the type of multi-family housing that will be in the Victory Development.
City Manager Gabe Reaume said preliminary engineering plans call for Western Center to be extended through the property, which will create more visibility and frontage for restaurants. Reaume said Saginaw also formed a Tax Increment Reinvestment Zone for the area to help fund utilities such as water and sewer.
*“We’re excited. Our city council has really prioritized fast-casual sit-down restaurants. We also want something for entertainment like Alley Cats or a Main Event,”* he said. Meanwhile, Rinehart said, growth is taking off in northwest Tarrant County, and Saginaw has advantages including being in the Eagle Mountain-Saginaw school district, and easy access to Interstate 35W and Meacham Airport. Union Pacific and BNSF railroads also go through Saginaw, and the city is close to the Alliance corridor and downtown Fort Worth. *“Northwest Tarrant County is booming, and we’re right in the middle of it,”* Rinehart said. Work is also underway on The Square and Beltmill developments in north Saginaw. The Square, a 27.25-acre development between Saginaw Boulevard and Old Decatur Road, will feature restaurants, offices, retail, a park and multi-family housing.
The Beltmill, a 115-acre development, will have a mix of retail, multi-family and single-family homes, senior living and restaurants. It is on the northeast corner of Saginaw Boulevard and Bailey Boswell Road.
