Prosper, TX - July 23, 2025 — The Prosper Economic Development Corporation (EDC) announces the upcoming departure of Executive Director Mary Ann Moon, who will officially step down from her role on September 5, 2025. Moon, who has led the EDC since 2019, informed the Board of her decision in late June.
During her tenure, Prosper has experienced remarkable growth and sustained economic momentum. Moon played a pivotal role in attracting major retailers such as Costco Wholesale and H-E-B, securing over $4 million in critical infrastructure funding, leading the successful effort to deter the U.S. 380 Bypass through Prosper, and guiding the development of the Downtown Development Master Plan. She also established a formal structure for the PEDC, oversaw its relocation adjacent to Town Hall, re-established the Prosper Chamber of Commerce, and assisted in recruiting numerous businesses—each contributing to increased tax revenue and new employment opportunities in the community.
Moon also prioritized community connection and transparency. She launched Prosper Exchange, a quarterly civic forum designed to encourage dialogue on innovation, taxes, public policy, and other timely topics. Her efforts strengthened communication networks and relationships between the Town, residents, and regional partners.
“After nearly six years of transformation and progress, I’m ready for the next chapter,” said Moon. “It’s been a privilege to serve the people of Prosper and to help shape a future that reflects both their values and their aspirations.”
“Mary Ann has been an exceptional leader during a defining chapter in Prosper’s history,” said Chad Gilliland, PEDC Vice President. “Her vision, professionalism, and commitment to excellence have left a lasting mark. She helped guide the town through an era of historic growth, and her contributions will be felt for years to come.”
“Mary Ann’s leadership has touched nearly every part of Prosper’s recent development,” added Ray Smith, PEDC Treasurer. “From major commercial projects to strategic planning, her work has directly improved the quality of life for our residents. Her legacy is one of action, results, and community-first thinking.”
Recognizing the importance of this transition, the Prosper EDC Board will begin a nationwide search for Moon’s successor. The selection process will focus on identifying a candidate with strong leadership skills, regional insight, and the ability to maintain Prosper’s momentum through its next chapter of growth.
“This is a crucial hire at a pivotal moment for Prosper,” said Mayor David Bristol. “We are committed to finding the right leader to build on the strong foundation Mary Ann has laid and continue the momentum she helped create.”
Moon’s professional background spans both public and private sectors. She has held leadership roles as Regional Economic Development and Business Advocate for AECOM Engineering, Regional Economic Development Director for Entergy Louisiana’s Northeast Division, Vice President of Economic Development and Marketing at Tice Engineering Inc., and President of Competitive Solutions LLC. She was also a private business owner for 17 years, a registered lobbyist, and an active participant on state and federal committees for transportation and education initiatives.
In addition, Moon served as Dean of the University of Oklahoma’s Economic Development Institute, where she was an instructor, mentor, and curriculum chair. She is a Certified Economic Developer (CEcD), a Fellow Member, and an Honorary Life Member as designated by the International Economic Development Council (IEDC)—one of the highest honors in the profession. She continues to serve as an instructor for Basic Economic Development Courses across Texas, Louisiana, New Mexico, and Arkansas, and maintains active memberships in the Texas Economic Development Council and the North Central Texas Economic Development District.
As the Prosper EDC prepares for this important leadership transition, the Board expresses its heartfelt appreciation to Mary Ann Moon for her strategic leadership, tireless advocacy, and unwavering dedication to the Town of Prosper.
