City of Hitchcock Approves New Economic Development Incentive Policy

Hitchcock, Texas—At the most recent City of Hitchcock City Council Meeting, Councilmembers approved a new Public Improvement District Policy for residential and commercial development. Public Improvement Districts (PID’s), under Chapter 372 of the Texas Local Government Code, are an economic development tool and an effective means of developing public infrastructure. 

The new policy will assist the City and developers to understand the requirements of process of PID’s. PID’s can finance the capital costs and fund supplemental services to meet community needs which could not otherwise be constructed or provided. Typical infrastructure funded by PID’s include water, wastewater, drainage, landscaping, roads, parks, and trails. The purpose is to provide policy parameters for the establishment and use of PID’s in the city limits and in the Extraterritorial Jurisdiction (ETJ). PID’s also can provide increased or higher-level development standards for residential and commercial development. 

The City of Hitchcock City Council and Hitchcock Economic Development Corporation (HEDC) have recently approved several other economic development policies and plans in the past few months. These include Chapter 312 and 380 Economic Development Program, Guidelines, Criteria and Policy; HEDC Direct Incentive Program; and update of the HEDC Storefront and Streetscape Improvement Program (SSIP) for the Downtown Area.
