In 2026, President Trump’s U.S. Small Business Administration (SBA), under the leadership of Administrator Kelly Loeffler, launched the Grocery Guarantee Program, an initiative designed to strengthen America’s food supply chain and help reduce grocery costs for families. By increasing access to capital for agriculture-related businesses, the program seeks to encourage investment, support rural communities, and improve food affordability across the United States.

At the heart of the Grocery Guarantee Program is a significant increase in the SBA’s loan guarantee for eligible agriculture-related businesses. Under the program, the SBA will guarantee up to 90 percent of certain loans made by participating lenders, an increase from the previous 75 percent guarantee. This enhancement reduces the financial risk for banks and other lending institutions, making them more willing to extend credit to businesses operating throughout the food supply chain.

Greater access to financing can have a meaningful impact on small agricultural businesses. Farmers, food producers, distributors, storage providers, transportation companies, and other logistics firms often require substantial capital to expand operations, purchase equipment, improve infrastructure, or adopt new technologies.
